The Office of Solicitor General represents the Commonwealth in the Supreme Court of the United States, the Supreme Court of Virginia, and federal circuit courts in non-capital cases that call into question the constitutionality of a state statute or that bear on sensitive policies of the Commonwealth. The Office also assists other Divisions of the Office of Attorney General with constitutional and appellate issues.
Before his appointment in January 2014 as Virginia’s fifth Solicitor General, Stuart Raphael was a partner in the McLean office of Hunton & Williams LLP, where he began his law practice in 1989. At Hunton, he served as lead counsel in several notable cases, including Virginia v. Maryland, 540 U.S. 56 (2003) (holding that the Compact of 1785 gives Virginia the right to use the Potomac River without Maryland’s permission); Corr v. Metro. Wash. Airports Auth., 740 F.3d 295 (4th Cir. 2014) (upholding the constitutionality of MWAA’s use of Dulles Toll Road revenues to fund Metrorail to Dulles Airport); Elizabeth River Crossings OpCo, LLC v. Meeks, 286 Va. 286, 749 S.E.2d 176 (2013) (upholding the constitutionality of Virginia’s Public-Private Transportation Act of 1995); and Ford Motor Co. v. Boomer, 285 Va. 141, 736 S.E.2d 724 (2013) (rejecting the use of the substantial-contributing-factor test for proving causation). He is a 1986 graduate of Harvard College and a 1989 graduate of the University of Virginia School of Law.
Deputy Solicitor General
Trevor S. Cox serves as Deputy Solicitor General. Before joining the Office of Attorney General, he worked in the Richmond office of Hunton & Williams LLP, where he represented public and private companies and their officers and directors in litigation matters involving securities, corporate governance, and mergers and acquisitions, and in a variety of matters involving Virginia law. He holds a bachelor's degree from Harvard College, a master's in history from Trinity College (University of Cambridge), and a J.D. from Harvard Law School. He is active in a number of nonprofit organizations in the Richmond area.
